Neil is eager to demonstrate his negotiation talents to the mayors from L.A.'s sister cities, but things take a wild turn when he confuses a bunch of film extras for the actual mayors. Meanwhile, spurred on by Arpi, Mikaela finally musters the courage to ask James out on a date.
