In the summer of 1932, Chicago is reeling with 12 million Americans out of work, leading to a drop in alcohol prices. During a meeting of the whiskey Syndicate, the formidable gangster Vincent Tunis, who controls the city, listens to his three lieutenants as they propose targeting speakeasies. To assert his dominance, Tunis orders his subordinate Charlie Grach to hand him a toothpick. When Charlie hesitates, Tunis violently confronts him, leaving him with a bruised face and a gun aimed at him, insisting he produce the toothpick.
