Bill the soccer hooligan is up to his usual tricks, causing chaos wherever he goes. Determined to crack down on such unruly behavior, Tim steps in as the new Chief of Police. With strict measures in place, the football matches become so dull and sanitized that fans lose interest entirely. Instead, they find themselves drawn to the elegance of ballet, trading rowdy chants for graceful pirouettes. The irony isn't lost on anyone as the once-riotous crowds now fill opera houses, leaving Tim to wonder if he's created a peace that's a little too quiet.
