Millard F. "Fil" Waters II is a distinguished former homicide detective who dedicated over two decades to law enforcement, primarily with the Houston Police Department from 1993 to 2017, where he served as a Homicide Detective from 1995 onward. Prior to his tenure in Houston, Waters was a full-time Deputy at the Montgomery County Sheriff’s Office from 1985 to 1993, rising to the rank of Detective Sergeant in both the Detective Bureau and Narcotics Unit. His career in law enforcement began as a reserve Deputy Sheriff with the Harris County Sheriff’s Office, where he worked in jail and patrol operations from 1984 to 1985.

Before entering the field of law enforcement, Waters was a Construction Manager for US Home in the Houston area from 1983 to 1985. He also served honorably as a 1st Lieutenant in the United States Marine Corps, where he held various leadership roles, including Platoon Commander and Company Commander. His exemplary service earned him the Navy Achievement Medal while conducting investigations for the Commanding General of the 2nd Marine Division at Camp Lejeune, NC.

Recognized as a Master Peace Officer, Waters is a certified police instructor through the Texas Commission on Law Enforcement (TCOLE), having taught law enforcement and security training since 1986. He has developed curricula in various investigative techniques and ethical practices and has provided training both nationally and internationally. Additionally, Waters has acted as a consultant and expert witness in criminal justice, contributing his expertise to institutions such as the Houston Police Academy and the University of Houston.
